You could use a Blackmagic Decklink 8K Pro in 4320p60 mode. See this thread.
The AMD GPU tends to have frame-sync outputs but this is not guarantee (and the MacPro does not support the very special AMD GPUs that have a sync input). You may contact AMD support to know more about their latest GPU, and check if frame-sync is supported on macOS (this technology is often called Eyefinity by AMD).
