You can try the "VVMotionBlur" effect, but you may also want to customize this effect to match your needs. See this tutorial to learn more about coding custom effects.
Thank you for that answer ! Indeed VVMotionBlur allows to approach it. I added a Freeze effect to it in a timeline to freeze and release the image at regular intervals.
